Local partnership activity in old industrial areas: the key lessons for policy

Lille, France, 2 July 2004

The backdrop for the first IDELE seminar was Lille, the European Capital of Culture 2004. The profile of Lille fitted well with this particular IDELE theme, having once been an industrial powerhouse of Northern France, undergoing a period of restructuring.

The agenda of this seminar was particularly focused on local partnerships, and assessing ways in which they can help stimulate entrepreneurship, the development of social enterprises, and job creation.

Key expert speakers included: Marjorie Jouen from the Paris-based Notre Europe, who was a co-designer of the European Commission’s Local Development and Employment Initiative (LDEI); Professor Xavier Greffe, who has undertaken extensive work on the promotion of employment development through entrepreneurship; and John Morley, who has worked at the European Commission (DG Employment) as an adviser to the Director-General of DG Employment and Social Affairs for the past decade and is now Special Professor at the University of Nottingham Business School.
