The third IDELE seminar was held in Rovaniemi, Finland on 16 September 2004. This seminar focused on discussing how new firm creation and entrepreneurship can be stimulated and managed through local action in rural areas with dispersed populations.
The seminar was held in Arktikum, the provincial museum of Lapland and Arctic Research Centre in Rovaniemi, Finland.
