Communication on immigration, integration and employment

This communication:
- responds to the Tampere conclusions by reviewing current practice and experience with integration policy at national and EU level;
- examines the role of immigration in relation to the Lisbon objectives in the context of demographic ageing;
- outlines, on this basis, policy orientations and priorities, including actions at EU level, to promote the integration of immigrants.

Green Paper – Equality and non-discrimination in an enlarged European Union

This Green Paper takes stock of what the EU has done during the last five years to combat discrimination and to promote equal treatment. It looks at how these initiatives relate to other policy developments at European and international levels. It examines new challenges that have emerged in recent years, including those linked to the enlargement of the EU. It also assesses the implications of this changing context for policy development in the field of non-discrimination and equal treatment.
EQUAL
EQUAL Community Initiative tests new ways of tackling discrimination and inequality experienced by those in work and those looking for a job. EQUAL brings together the key players in a geographical area or sector. These Development Partnerships agree a strategy within which they will try out new ways of dealing with problems of discrimination and inequality in the labour market.

OECD
The OECD Programme on Local Economic and Employment Development (LEED) and the Non-Member Economies and International Migration Division (NEIM) have launched a joint activity related to the analysis of economic and social policies to foster labour market or overall social integration of immigrants and of persons of immigrant descent in host countries.

Comparative Report – Migrants, Minorities and Employment: exclusion, discrimination and anti-discrimination in 15 Member States of the European Union

During 2003 the two EU Council Directives on equality were due to be transposed into the legislation of Member States. This report, published by the European Monitoring Centre on Racism and Xenophobia (EUMC) in the same year, confirms the reason for these Directives, and indicates how necessary it is to implement corresponding anti-discrimination measures in employment. Based on the findings of 15 national reports and additional literature, the report documents the incidents and types of discrimination which occur in workplaces and labour markets across the EU. In addition the report highlights examples of anti-discrimination good practice in counteracting discrimination, and presents selected recommendations for the EU and its Member States.
